Forensic Cost Estimator
This major rail project requires a senior level professional with a successful track record of construction claims management and dispute resolution. The following duties are performed with respect to claims forensic cost and estimation that will be used to make key management decisions:
Develops forensic cost and estimates plans, budgets and schedules.
Perform and assist in the performance of quantitative and qualitative cost analysis.
Provides expert guidance and reviews of all estimates and studies. Analyzes estimating data and actual costs Specifically:
Performs high-level confirmation of developed quantities for completeness and reasonableness.
Reviews discipline estimates and cost and performs comparisons and reconciliations to budgets.
Assists the project in identifying scope deviations.
Reviews estimate basis and assumptions.
Reviews, approves and issues the recommended escalation rates.
Participates in risk discussion and associated contingency recommendations.
Develops claims estimates.
Responsible for the quality and integrity of claim estimates.
Leads presentation of claims estimates during Management Reviews.
Ensures that internal reviews are scheduled in a timely manner.
May work works with client personnel to gain understanding of the specialized aspects of the claim estimating methodologies.
Manages high-level strategies with functional management, and joint venture partners as applicable.
Provides input into cost and estimating departments regarding improvements for how costs can be captured.
Prepares loss of productivity analysis and estimate due to impact of variation order on original scope. This includes productivity loss in engineering, non manual staffing, direct hire work and subcontractor performance.
Performs and quantifies price and cost of acceleration measures.
Development of the measured mile approach and analysis to set a benchmark.
Prepares the cost and estimate report for the claims. Develop claim pricing.
Assists in the overall preparation of the claims. Liaises with Project team to identify potential claims. Prepares and maintains a detailed register of Contractors claims and potential claims. Assist in the preparation of counter claims.
Performs comparative cost analysis for back-charges and defects.
Assists in the training of other members of the team with regards to claims preparation, estimation, cost analysis and defense. Provides guidance to the Project team on contract management best practice. Facilitates the avoidance and/or mitigation of successful Contractors claims and disputes.
Conducts forensic investigation of the technical construction issues.
Bachelors degree in a construction-related discipline (e.g., engineering, quantity surveying, or equivalent).
At least 15 years’ experience relevant post qualification experience on heavy civils projects.
Experience either with a contractor, engineering consultant or claims consultancy, providing advice on contracts and disputes.
Demonstrated expert understanding of Estimating core processes and procedures.
Demonstrated experience in claims cost preparation and estimation.
Demonstrated skill in performing all levels and types of estimating, quantification, pricing, cost analysis, escalation and contingency analysis.
Knowledge of engineering performance, manual labor performance, equipment production and derivation of manual and non‑manual wage/salary rates. Knowledgeable of current industry and technical developments. Knowledge of bond and insurance terminology and pricing. Knowledge of currency exchange impacts and hedging arrangements.
Demonstrated skill to identify, analyze and solve problems in a logical, expedient and decisive manner. Technical knowledge of engineering, procurement and construction techniques.
Proficiency in Microsoft software applications estimating systems (e.g. CANDY).
Excellent skill in oral and written communication with demonstrated skill to make effective presentations to management and client.
Expert knowledge of cash flow and cost of working capital. In-depth knowledge of project schedules and ability to predict/extrapolate costs curves based on experience of schedule-activities/cost correlation analysis.
FIDIC contract knowledge (or equivalent)
Strong knowledge and experience in major contract claims and dispute resolution, with a proven ability to:
Conduct forensic investigation of technical construction issues
Undertake forensic cost and estimating analysis
Assess financial quantum
Draft expert witness reports, with outcome recommendations
Negotiate settlement of claims
Native fluency in English
Working knowledge of PC software packages typically associated with contract administration
