Project IT IT/IM Manager


Bechtel is setting up and supporting a NPMO (National Project Management Office) organization in Riyadh Saudi Arabia. The services will be delivered over two phases: Phase 1 being the establishment phase to set up the National Project Management Office (NPMO) organization and phase 2 is the operations phase where NPMO is working with ministries/government entities who are responsible for direct implementation of projects in their sectors.

Duties and responsibilities will include:

Phase 1 - Establishment

  • Help mobilize the team and establish a network

  • Identify existing IT software & applications & develop an integrated IT Automation Plan

  • Review the existing governance structure, to assess standards, security management, policies & procedures

  • Work with client team and Bechtel team to establish tools and processes to support the NPMO

  • Deliver the NPMO IM integrated system procedures and supporting IT architecture covering

  • Knowledge Management

  • Document Management

  • Architecture and Governance

  • Data Science and Analytics

Phase 2 - Operations

  • Work with government entities/ministries to align their IT systems

  • Review their IT plans

  • Implement NPMO IM procedures / governance across government entities

  • Work with government entities/ministries to align their IM systems

  • Establish a process for the routine collation, review and analysis of NPMO dashboard reports within the NPMO

  • Implement NPMO data reporting requirements across the other government entities

Technical Skills

This is a strategic role and requires an experienced person with IT skills covering:

  • Network, Servers and Security

  • EPC applications

  • Applications and Integration

  • Big Data / IOT / BIM and emerging technologies

  • Implementation or planning experience with ERP systems Oracle / SAP

Required Qualifications

  • Bachelor of Science degree in Computer Science, Engineering, or related technical field.

  • Six Sigma experience and certification

  • Extensive experience providing IT support with a proven ability to setup and support hardware, peripheral devices, software and operating systems.

  • Enterprise infrastructure experience with hardware availability and configuration, operating systems, applications, data communication software, utilities and support systems.

  • Experience with identification, evaluation, prioritization of, and resolution for, hardware and software failures.

  • Understanding of advanced networking technologies and principles.

  • Experience with vendor relations, with knowledge of vendor support systems and software licensing procedures.

  • Good oral and written communication skills and the ability to document technical processes required.

  • Must have the ability to work in a demanding environment, managing multiple priorities.

  • A high level of discretion and ability to work with confidential information is required.

  • Familiarity with IT security policies and technologies including public key infrastructure, encryption technologies and disaster recovery.
