About the Position: These positions are located in Eskan Village, Riyadh, Saudi Arabia. Eskan Village is a joint military SAO community, housing military and DoD civilian personnel. The installation (secure compound) is a unique setting that supports military, civilians, local hires and a limited expatriate community. Deals with high ranking Military and Civilians on a daily occurrence and tact and decorum are of utmost importance. The weather can be hot and dry with extreme heat in the summer months and mild winters. Dust storms may occur at any time. Responsibilities
  • Serves as force management analyst and conducts all management surveys/reviews and studies of organizations, functions and activities required by the Office of the Program Manager, Saudi Arabian National Guard (OPM-SANG).
  • Provides management review, analysis and advisory services to operating officials and staff members;.
  • Responsible for all OPM-SANG force management functions to include reporting requirements, position management, controls and Table of Distribution and Allowances (TDA) development for military and civilian personnel requirements.
  • Utilizes detailed understanding of the relationship to and the regulatory requirements of the U. S. Army Security Assistance Command (USASAC), U. S. Army Materiel Command (AMC), Human Resources Command (HRC) and Department of the Army (DA) military and civilian manpower utilization, and how OPM's requirements relate to the scope and complexity of the SANG Modernization Program.
  • Utilizes knowledge of SANG organizational structure, mission, staffing, doctrine, and functional design.
  • Uses automation equipment with DA approved software applications to effectively manage military and civilian program data.
  • Requires knowledge of a variety of personnel systems including Civilian Personnel Online (CPOL), Defense Civilian Personnel Data System (DCPDS), AUTONOA, as well as Microsoft Office programs as needed to effectively track and coordinate personnel actions.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes 1) Performing work involving manpower and force management, personnel authorizations, manpower requirements determination and manpower studies and special projects; 2) Serving as manpower representative at conferences, studies, meetings, inspections, and staff visits; AND 3) Providing functional expertise required to design unique manpower reports necessary to retrieve information required to support the organization's manpower objectives

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a permanent General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
