This position is long-term and based in the KSA, as such candidates must have the right to live and work in Saudi Arabia indefinitely without sponsorship.

Bechtel is setting up and supporting a NPMO (National Project Management Organization) http://npmo.gov.sa/ in Riyadh, Saudi Arabia. The Position is for a Senior ERP and Applications Manager reporting to the Bechtel Project IT/IM manager. The successful candidate will be responsible for leading the development of the NPMO software portfolio in consultation with NPMO department managers. The portfolio may consist of ERP Planning and Financial applications, Document and Project Information Management Systems. The successful candidate will be responsible for engaging with multiple KSA government agencies to enable kingdom wide data reporting and KPIs on capital projects

Position Duties and Responsibilities Will Include:

  • Define Information Systems Requirements

  • Business analysis to identify system requirements, and supporting integration, reporting, KPIs and knowledge management needs

  • Strategic planning for on premise applications, Software as a Service (SaaS), Platform as a Service (PaaS), and in-house developed applications

  • Develop Software Development Methodology Framework

  • Identify integration with other government agencies

  • Ensure the applications comply to the NPMO policies and country regulations

  • Document ERP/Systems/Software Scope of Work:

  • Write Requests for Proposals (RFP) to consultants, vendors or developers

  • Support procurement process in technical and commercial evaluation, selection, negotiation and conforming of software contracts

  • Project management and user acceptance of consultants, vendors or developer’s information systems implementations

  • Deliver Training to NPMO/Ministries on KPI Data Reporting and Dashboards

  • Application training and development for both internal and external users

Basic Qualifications

  • Bachelor of Science degree in related technical field Software Engineer qualifications

  • 5+ years of experience in implementing ERP Systems

  • Must have strong leadership skill able to communicate and engage with multiple government agencies

  • Good oral and written communication skills and the ability to document technical processes required

  • Must be able to work in a team environment and perform routine as well as technical tasks with attention to detail

  • Demonstrated skill in supervising, developing and coaching employees.

Desired Qualifications

  • Fluent in Arabic (Speaking/Written)

  • Significant SAP/Oracle/JD Edwards technical and functional experience

  • SAP, Oracle or JD Edwards ERP Certification

  • PMP, APM or Prince2 Certification

  • Saudi government ERP implementation experience highly desirable

Technical Skills

This is a technical management role and requires an experienced person with Advanced skills in:

  • Requirements gathering and workshops lead meetings, work closely with customers and suppliers to define expectations and mutual responsibilities and develop work process solutions that integrate multiple agencies.

  • ERP implementation planning partner with customers and to review and understand end-to-end work processes.

  • Specifications for the software vendors and developers vendor relations, with knowledge of vendor support systems and software licensing procedures.

  • Report writing tools Demonstrated skill writing reports and business intelligence applications such as Crystal Reports, Cognos, QlikView, PowerBI, etc.

  • User training Effective oral, written, and social communication skills and the ability to communicate concepts to technical and non-technical audiences.

  • Project management Strong knowledge of project management methodology and tools.
