It is expected that the candidate will have undertaken / had experience in the following activities :
Directed and monitored assigned office or project startup and operations including review of design for plant operability, preparation of operations manuals, coordination with construction during field check out and pre-commissioning and testing and execution of the startup in the field.
Directed the formulation of and recommendations to departmental management policies, procedures, plans and programs within assigned office or project.
Analyzing the scope of work and the preparation of procedures & Methodology for systematic and sequential testing, pre commissioning/start up and commissioning activities by ensure health & safety and precautionary requirements
Supervised, coordinated, and reviewed the work of assigned engineers, estimated staffing needs and schedules, and assigned work to meet completion dates.
Participated in proposal preparation activities.
Prepared or directed the preparation of Operation and Maintenance Manuals.
Ensured that work being performed was within scope of services and within budget.
Provided input to project management, engineering, and construction to ensure startup requirements were incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
Coordinated with project management, the startup related engineering, construction and client activities as an office assignment or during startup, operations, maintenance or testing at the jobsite.
Coordinated with client representatives to obtain approval on work as it is progressed.
Reviewed and approved key startup methods, procedures, and schedules.
Performed performance reviews for personnel supervised and ensured they received appropriate technical assistance and on-the-job training for their professional development.
Kept abreast of technological developments and trends in startup and operating services within area of responsibility.
It is envisaged that the candidate will assist, monitor, support the NPMO team (Testing and Commissioning team) and Ministry (Entity) Project(s) teams as follows :
Develop further needed Testing and Commissioning procures and tools in addition to those provided by NPMO.
Prepare Testing and Commissioning Scope of Work for all Projects being released for tender.
Review Testing and Commissioning Plans of bidders’ submittals.
Prepare Testing and Commissioning input into final Contracts.
Establish and implement Best Practices tools for Testing and Commissioning as mandated by NPMO.
Assign Testing and Commissioning Managers to each Project to manage the corresponding Contractor(s).
Knowledge & Experience:
It is envisaged that the candidate will have acquired the following knowledge during the course of his career :
Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies and jobsite management.
Have work experience as T&C Manager on large scale projects
20 years’ experience in Projects’ related disciplines leading to Testing and Commissioning
Have extensive knowledge and familiar on the applicable local and international Codes and Standards
Knowledge is normally acquired through:
a recognized degree in an engineering or scientific discipline, or
specialized courses in construction management, and/or
prior work experience leading to a thorough understanding of the knowledge described above.
