Position Overview:

  • Qualified project management level. Manages and is responsible for the administration of all phases of assigned projects from authorization to proceed to user acceptance, ensuring completion within established budget, schedule, in accordance with specified contractual obligations.

Job Responsibilities:

  • Preparing of technical specifications for bid packages related to the development of various community and industrial projects.

  • Assists in the review of vendor contracts and technical specifications.

  • Familiarizes with all client’s codes and standards, general design criteria and technical guidelines, and standard guide specifications.

  • Assists in the preparation of requests for proposal, verification of accuracy of bid packages and participates in the pre-award evaluation/negotiation process.

  • Assists in the preparation of contracts to ensure compliance with contract terms and conditions.

  • Receives training and assists in the preparation and negotiation of contract modifications.

  • Receives training and assists in processing requests for certificates of maintenance, and contract closeout actions.

  • Reviews all proposed contract actions to ensure uniformity with client’s policies.

  • Provides expert advice to the department on contractual interpretations.

  • Provides on one-time basis, analyses and critiques of proposed changes to client’s contracting policies.

  • Prepares, or participates in preparation of, client’s responses to contractor claims, disputes, and protests.

  • Serves as a senior member of RFP functional and management review boards.

  • Performs other duties as assigned.

Experience and Qualifications:

  • A Bachelor degree in related field with0-2 years of writing technical specifications

  • Good written and oral communication, organizational, and interpersonal skills

  • Demonstrated proficiency in keyboard skills and a working knowledge of MS Windows and related software including Microsoft Word, and Adobe Acrobat.

  • Accuracy, attention to detail, consistency, and clarity in conformance with required formats and standards.
