Saudi Arabian Bechtel Company (SABCO) has worked as the management services contractor directly with our client, the Saudi Arabian Royal Commission for the last 30 years. We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, contract and procurement management, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City.

Projects we are actively involved with in Jubail include: new residential communities, petrochemical industrial zone site preparation, various commercial buildings and structures, mosques, schools, hospitals, sports facilities, clinics, a new 30,000 student university, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more

SUMMARY:

  • The Geotechnical Engineer (Specialist) is key Position within the Royal Commission (RC) ensuring that ‘in ground risks’ are identified and mitigated by the A/E Consultant. Specifically, the role is to ensure the A/E Consultant develops appropriate geotechnical solutions and the recommendations are included in the design deliverables.

  • The Geotechnical Engineer (Specialist) is responsible for overseeing the procurement of geotechnical investigations, the review of technical submissions, including Geotechnical Design Reports and associated deliverables issued for construction of capital projects within Jubail and Ras Al-Khair Industrial Cities.

  • The Geotechnical Engineer (Specialist) shall be responsible for providing cross-functional support, including the RC Delivery Team responsible for managing the A/E Consultants and Core Engineering Team responsible for technical reviews.

  • The Geotechnical Engineer (Specialist) shall be assigned to the RC Geotechnical Department, reporting directly to the Lead Geotechnical Engineer, with responsibility for providing geotechnical advice on projects as instructed.

JOB DIMENSIONS:

A Supervision Received

  • Receives direction from the lead Geotechnical Engineer.

  • Receives functional direction from the Bechtel Infrastructure GBU.

B. Supervision Exercised

  • Provides direction to other junior Geotechnical Engineers within the RC Geotechnical Department.

C. Contacts

  • Works closely with the Lead Geotechnical Engineer to:

  • Ensure topographic and geotechnical investigations are prepared.

  • Remains in contact with the Term Geotechnical Investigation Contractors throughout the course of the Task release.

  • Ensures that topographic and geotechnical investigations are delivered in accordance with the Contract schedule, or notifies of potential delays and slippage.

  • Maintains continuous contact and oversight of the projects that have been assigned, including the cross-functional members in the RC Delivery Team, Projects Control and RC Core Engineering Team.

  • Remains a contact point within the RC Geotechnical Department, when the Lead Geotechnical Engineer is unavailable.

  • Ensure ‘best practices’ applicable to the project are captured and introduced to the Jubail Project.

JOB DUTIES:

  • Receives and understands the Client’s requirements and coordinates with Project Functional teams to provide geotechnical information and input for the execution of P&C and EPC Projects, as delivered by the Client’s A/E Consultant.

  • Reviews A/E Consultant requests for topographic and geotechnical investigations, and prepares Task Releases for site investigations using the Client’s appointed Term Geotechnical Investigation Contractors.

  • Manages the procurement and delivery of Geotechnical Investigation Reports (factual), as prepared by the Term Geotechnical Investigation Contractors, including review of deliverables against the Task Release and compliance of field and laboratory test data against the Contract, prevailing Codes and Standards.

  • Ensures the Term Geotechnical Investigation Contractors have obtained all third party approvals and permits prior to the commencement of the investigation.

  • Provides field supervision and monitoring of Term Geotechnical Investigation Contractors field activities, in-situ and laboratory testing.

  • Provides critical reviews the A/E Consultant technical submissions, including Geotechnical Design Reports (GDR), calculations, drawings, specifications and bill of quantities.

  • Coordinates with the Civil and Structural Engineering Teams to ensure design recommendations in the GDR are incorporated into the technical submissions.

  • Represents the Royal Commission in technical meetings, including quality workshops, value engineering and constructability analysis, and provides technical support to the engineering and construction departments during procurement and construction phases of projects.

  • Assists with training and mentoring of Junior Engineers to facilitate geotechnical knowledge transfer and skills to deliver all project phases.

  • Identifies opportunities to innovate and improve geotechnical processes, procedures and deliverables.

  • Assists the Lead Geotechnical Engineer with weekly and monthly progress reporting and input to the Project Control Reports and Schedules.

POSITION SKILLS

Essential Technical:

  • Must be able to demonstrate experience of having worked on a wide range of civil engineering and structural projects, with clear understanding of geotechnical design processes and cross-functional input to P&C and EPC Projects.

  • Proven geotechnical experience, including contract preparation, supervision and management of investigations, preparation of Geotechnical Investigation Reports (factual), geotechnical design, interpretative reporting and calculations (Geotechnical Design Reports) and construction supervision.

  • Recognized degree in relevant field i.e. Geotechnical Engineering, Engineering Geology or Civil Engineer with post-graduate degree in Geotechnics, working toward registered or chartered status.

  • Geotechnical experience to include working within multi-disciplinary Consultancy and having completed geotechnical designs in at least three or more of the following project categories: site preparation and earthworks, road and rail, bridges, residential and commercial buildings, tunnelling, pipelines, port and marine works.

  • Have been in a position where they acted as the Client’s Designated Representative, responsible for reviewing design and technical submissions.

  • Have been in a position where they can demonstrate experience and responsibility for the overall management and delivery of the geotechnical works.
